Janta Kelvani Mandal was established in 1964 and they started J. M. Shah Arts & Commerce College in the same year to open up the door of higher education to the rural youth of this socially and economically backward region of Jambusar, situated at equi distance from Bharuch and Baroda. Prior to this, the girls of this area were deprived of the access to higher education. At the time of inception, the strength of the college was a modest 127 students including 23 girls. Today in the fifth fruitful decade, the strength of the college has grown to 681 students including 343 girls. With untiring efforts by the dedicated faculties to impart quality education, our institution has created a distinct place of pride in the mind of the people of this area and esteemed position on the academic map of Veer Narmad South Gujarat University, Surat. The institution was started with Arts & Commerce at UG level. In our onward march the trust at present imparts education from KG to PG. The trust has a vision of envisaging the establishment of a variety of vocational and educational institution to become premier institution in this region in the field of education.
The institution has a picturesque campus sprawling on 11.87 acres of land in lap of nature. The institution has a rich library stocking 36945 books, gymnasium and a huge play ground. The institution has consistently maintained good academic results.

Jambusar and its adjoining areas are economically, socially and educationally backward and hence the mission is to provide the facility of quality education to the rural youth who otherwise would have been deprived of higher education.
To make the rural population aware of their duties as well as rights.
To educate in such way as to bridge the gap between the rural and urban area.
The vision and mission of the institution are communicated through plaque, placed at entrance visible to every stakeholder
